SUMMARY:

House Bill 178 (2026) prohibits public employers in Wyoming from automatically deducting labor organization dues or assessments from a public employee’s paycheck. Under the bill, public employees would be responsible for paying union dues directly rather than through payroll withholding by their government employer. The legislation also repeals prior statutory language that allowed for such automatic deductions.

In addition, the bill requires public employee labor organizations to provide annual transparency reports detailing membership numbers, revenues, expenditures, and other financial information. These reports must be made available to members and publicly accessible to promote accountability. Violations of the reporting requirements may result in misdemeanor penalties. The act is scheduled to take effect July 1, 2026.
