While many pro-family bills align with our mission, only a limited number can be designated as priorities each session to ensure effective and focused engagement.
SUMMARY:
The bill, known as HB0126, establishes new regulations regarding the termination of pregnancies in Wyoming, specifically prohibiting such procedures if the unborn child has a detectable heartbeat. The legislation asserts the state’s interest in protecting the welfare of its citizens and preventing the inhumane treatment of living beings. It defines key terms such as “detectable fetal heartbeat” and “medical emergency,” and mandates that a determination of a fetal heartbeat must be made before any abortion procedure, except in cases of medical emergencies.
Additionally, the bill outlines penalties for violations, classifying intentional or knowing breaches of these regulations as felonies punishable by up to five years in prison and fines of up to $10,000. It also includes provisions for the revocation of professional licenses for healthcare providers who violate the new law. The bill amends existing statutes to ensure that violations of the new abortion regulations result in mandatory revocation of licenses for nurses, pharmacists, physicians, and physician assistants. The act is set to take effect immediately upon its passage.

HB0126 Human Heartbeat Act
After the recent Wyoming Supreme Court decision, Wyoming’s doors were thrown wide open, and we stand today in the Wild West of the abortion industry. We must put a structure in place to protect as many babies as possible from the abortion lobby.
HB0126 is designed to recognize that we have a duty to protect the unborn from at least the earliest moment of detection.*
Unborn children are as human as we are and deserve our care and protection. By six weeks, their hearts beat at an average rate of 110 beats per minute and will beat approximately 54 million times before birth. It is time we set at least a minimum standard for life.
*NOTE: Wyoming Family Alliance believes the state has a moral duty to protect every unborn child from the moment of conception. While this bill does not fully reflect that conviction, supporting HB0126 does not abandon our principles. It advances them. In the current legal landscape, this legislation would protect more unborn lives than are protected today. Wyoming Family Alliance will continue to pursue laws that fully recognize the humanity and dignity of the unborn, while supporting measures that move Wyoming closer to making abortion unthinkable.
