The bill establishes the crime of promoting obscenity to minors and amends existing laws related to obscenity. It introduces new definitions and clarifies the meaning of terms such as “disseminate” and “material,” expanding the scope to include various forms of expression. The bill also prohibits public school and county libraries from curating materials deemed harmful to minors, and it repeals an exemption that previously allowed certain educational institutions to disseminate obscene material in the course of their employment.

Additionally, the bill outlines specific actions that constitute promoting obscenity to a minor, including knowingly distributing harmful material or promoting events that include such material. It establishes penalties for this crime, classifying it as a misdemeanor punishable by up to one year in prison and/or a fine of up to $6,000. The legislation also mandates that libraries must review challenges to materials considered harmful to minors and restrict access to such materials unless parental permission is granted. The act is set to take effect on July 1, 2026.
