SUMMARY:

The bill mandates that each school district in Wyoming provide instruction in human growth and development for students in grades five through twelve, including specific educational materials such as high-definition ultrasound videos and demonstrations of fertilization and human development stages. The state department of education is tasked with determining and publishing a list of acceptable instructional materials on its website, which must be made available to parents upon request. Additionally, the bill establishes a process for parents to excuse their children from these educational requirements and requires the department to conduct annual audits of school districts to ensure compliance.

Furthermore, the bill amends existing law to include human development education as part of the common core of knowledge that school districts must provide, in accordance with the new section 21-9-105. The act is set to take effect for the 2026-2027 school year, with certain sections becoming effective immediately upon the bill’s passage.
